About this chapter

What this chapter covers

Developing People and Teams is the second focus area group Scrum.org lists for PSPO I. For this exam it has one focus area: self-managing teams. It is the smallest group, but its questions are easy to lose if you think of the Product Owner as the team's manager.

The Scrum Guide 2020 sets the foundation. Scrum Teams are cross-functional and self-managing: they internally decide who does what, when and how. The Product Owner decides what is most valuable to do next; the Developers decide how to do it.

How the topics fit together

Product Ownerwhy and whatDevelopers manage themselveswho, when and howUsable Increment

A self-managing team needs a clear goal and an ordered Product Backlog, not instructions. The Product Owner supports the team best by making value and priorities transparent and then trusting the Developers with the work.

Exam tip

In scenario questions about who should assign, estimate or plan work, the answer is almost always the Developers. The Product Owner influences by explaining value and trade-offs.
